As Ampersand’s General Counsel and Chief Privacy Officer, Noga Rosenthal is responsible for guiding the company's privacy and legal initiatives; she holds deep expertise in the development, implementation, and ongoing monitoring of comprehensive privacy programs.

Noga previously served as Chief Privacy Officer at Epsilon where she led the company’s worldwide privacy, compliance, and regulatory activities. Prior to Epsilon, she served as General Counsel and Vice President for Compliance and Policy for the Network Advertising Initiative (NAI), helping craft industry standards around the responsible collection and use of data for the digital advertising industry. She also managed its compliance program to help ensure that its over 100 member companies delivered on their promise of self-regulation for interest-based advertising. Before the NAI, she led the global legal affairs for WPP’s Xaxis, a pioneering programmatic digital media business with a global footprint, serving as SVP and General Counsel. 

Noga is a member of the International Associations of Privacy Professional (IAPP)’s, has her certification in CIPP/US and CIPP/EU. She is currently serving for the second time as a member of the IAPP Education Advisory Board. She previously served as a member of the IAPP’s Privacy Bar Section Advisory Board and Women Leading Privacy Advisory Board. In 2023, Ms. Rosenthal was recognized as AdMonsters + AdExchangers Top Women in Media & Tech Awards Honoree in the “Privacy Powerhouses” category.

Noga is an active member the Interactive Advertising Bureau’s (IAB) Public Policy Group, State Privacy, Federal Privacy Working Group and Legal Affairs Committee as well as the ANA’s Government Relations Committee.  She was a contributing member of the UK Data Protection Network, helping publish guidance on the General Data Protection Regulation (GDPR). She was also a member of IAB EU, helping lead a working group and publishing a guidance document on data subject rights. 

She also previously sat on the Advisory Board of the Digital Advertising Alliance and the Data Standards Committee of the Data and Marketing Association. Bureau. Ms. Rosenthal also served as co-chair of the Privacy Committee of the Mobile Marketing Association.  Noga was a board member of the Network Advertising Initiative for over eight years.

Finally, Noga is an Adjunct Law Professor at Fordham Law School and serves as a Trustee of the Practicing Law Institute.
